Mark Fraser: Project Director for Mangere/Mt Roskill/Owairaka, Oranga/Three Kings
HLC is leading the largest urban regeneration ever undertaken in New Zealand, a multi-billion dollar programme that will transform suburbs and communities across the country.
The company was formed in 2006 to manage the development of Hobsonville Point, a new township of 4,000 homes in Auckland’s Northwest. In 2016 we were tasked with helping Housing New Zealand provide more homes, more quickly to growth areas, by managing housing development projects on under-utilised Government-owned land.
I’m Project Director for the four developments that make up the majority of the Auckland Housing Programme (AHP): Mangere, Northcote, Mt Roskill and Oranga. The AHP will deliver around 23,000 new homes with a value of $15-$20 billion, including state housing, more homes for first home buyers, and a greater supply of homes on the market. In total there’s nearly 350 hectares of land under development, requiring a $1.5 billion investment in civil construction and infrastructure alone.
This programme has no precedent in New Zealand in terms of scale, and will be truly transformational; providing an important opportunity to improve and increase amenity, public space, and infrastructure.
