Construction Sector Accord: Time for a step change in the building and construction sector
Since the end of the Global Financial Crisis, the building and construction sector has been seeking better engagement with the Government to address the widespread and systematic issues facing it. The Construction Sector Accord, released in April 2019, provides an opportunity for the sector to address these issues through a partnership with the Government. For its future health and vitality, now is the time for the sector to step up and make the Accord work.

David Kelly is Chief Executive of the Registered Master Builders Association.
Prior to RMBA, David was a Deputy Chief Executive for the Department of Building and Housing and subsequently Director of the Canterbury Recovery Programme for the Ministry of Business, Innovation and Employment. In those roles, David was extensively involved in the Government’s response to the Canterbury earthquakes from day one, including establishing the technical investigation into major building collapses, which provided key technical information to the Royal Commission.
Going back further, David held senior roles in local government, including that of Chief Executive of South Waikato District Council.
